Scrapmetal processing does work on drone alloys. I can refine mine at 100%. My guess is a bug, insufficient standing with the station's corp (6.67?) or a less than 50% base refine.

That said, if you have refining efficiency to 5, the extra 15 minutes to get scrapmetal to level 1 is nothing compared to the extra minerals you get for the rest your character's life.

Based on the description, armour compensation skills only affect active hardeners when they are in passive mode (ie: off) and then only by 1%. Of course, whether the description is accurate or not is another matter. ;)
